I am commanded by the Army Council to transmit for the information of Mr. Secretary Harcourt a copy of a letter received from the General Officer Commanding in China, in which he forwards a copy of the Despatch of the Governor of Hong Kong, relative to the Indian Police and Watchmen at that place.

I am to say that as Indian troops will probably continue to form part of the garrison of Hong Kong for some time to come, the Council consider it desirable from a military point of view that special steps should be taken to suppress the seditious influences at work in the Colony amongst the Indian community.
